Making a CD disc bootable is done through your recording software if the software supports it. Not all recording software programs will make bootable CD's. The recording software program will put the system files that are required to boot your system onto the CDR/CD-RW disc. Your computer's BIOS settings need to be set so that the CD-ROM drive letter is being used to boot from and not the floppy drive.
