The file looks fine in the application I used to make it, but when I burn it with neoDVD it drops frames or is distorted.

The best way to be sure that neoDVD will burn the file correctly is to test it with Windows Media Player. Most all files that play well in Windows Media Player will play well when burned with neoDVD.
Also, issues related to playback can be addressed by enabling DMA on IDE, CD-R\RW, DVD-R\RW\RAM\+R\+RW devices, defragging the system Hard Drives, and updating the graphic and motherborad chipset drivers
